Clatsop Community College Bridges Digital Divide with Innovative Laptop Access Programs

Clatsop Community College (CCC) is leveling the digital playing field for students, regardless of background or financial resources. CCC is ensuring that any student has access to the tools they need to succeed, thereby removing the “digital divide” barrier. With a goal to empower every student with access to technology, CCC has implemented key programs to provide laptops to students in need and increase access to technology that assists in learning.

One of the initiatives involves securing grants that specifically target students in Adult Education, GED, English as Second Language (ESL), and Career Technical Education (CTE) programs. Grants through the Future Ready Oregon grant in 2023 and the Career Pathway grant this year, enable CCC to provide quality laptop devices to students, as a loan initially in the “Learn to Earn” program, which then awards the devices to students upon achieving predetermined goals, such as completing a certificate or degree. Over the past two years, this program has directly contributed to student success by distributing over 15 brand-new devices with plans to distribute 10 more this year. This program also provides 6 hotspots each term for students who have financial need or live away from internet service. 

“The dedication and hard work of our team in securing funding and supporting students cannot be overstated,” said Mary Jackson, CTE Grant Director. “The CTE grants are focused on enhancing equity and reducing barriers for students. The PERKINS and Career Pathways grants both emphasize the use of the Oregon Department of Education equity lens and recognize the importance of working with marginalized populations.”

The second program involves refurbishing surplus devices from the college. Recognizing that computers have a limited lifespan within the college environment due to security and performance requirements, the CCC Computer Services department refurbishes these devices. Once refurbished and data securely deleted, these devices are provided to students in need, contributing to a sustainable solution that benefits both students and the environment. Students can inquire about available laptops with either the Computer Services department or the CCC Bookstore. Since its inception in April 2023, this program has distributed 112 computers to students, with ongoing support provided for up to two years after graduation.

“These programs not only bridge the digital gap but also contribute to environmental sustainability by keeping devices out of landfills,” said Tom Ank, Chief Information Security Manager for CCC. 

In addition to laptop access programs, CCC offers various support services to further assist students:

  • Free Office 365 license for one year after their last class, with options for extension.
  • Technical support for personal devices, with no labor fees.
  • Free access to charging cables, adapters, monitors, mice, and keyboards for students.
  • Free printing on campus for enrolled students.

“Through the support of our community, staff, faculty, and administration, CCC continues to prioritize accessibility and support for all students,” said Tom.
